Can you talk to a Pi with a PiUART cable and a mobile phone?

I think I may have to tinker with dhcpcd.conf on the Pi by adding something like:

interface usb0
static ip_address=192.168.11.2/24

And then open up a Terminal Emulator session.

Anyone got any ideas or pointers.
